Culturally bias: how do we define it in the Criminal Justice system ?

This topic has been research explored discuss implemented new type of training but yet one aspect that has not been explored to its fullest extent the human element you can be train not to be bias but yet go home to a bias environment what type of instrument can be used to measure the human element of cultural bias(take the case in Jacksonville Florida two bail bondsman was apprehending a suspect the suspect call the police officer indicating that someone was trying to rob him I stop here.
