Luckily - having discussed the matter with my criminology tutor, I'm going to be allowed to step outside the strict essay title and write about my own experience with the Irish police and their poor attempt at policing a small community of some 60 houses in a city of 80,000 people. Basically a diatribe about rhetoric over meaningful action.
I have no doubt but that the politicians and senior police officers probably meant all the democratic crap but they didn't have to carry it out. My experience is that police wanted to be SEEN to do stuff but all they were actually interested in was utilising the eyes and ears of the community to gather information on those who they thought they wanted info on.
